Not sure what the political situation of Niederhorbach was in the time frame when Hienrich was born.  Today it is a municipality with about 500 inhabitants located in the S├╝dliche Weinstrasse district, in Rhineland-Palatinate, Germany.  It is part of the Bad Bergzabern Verbandsgemeinde ("collective municipality").
